Donaldson Crossroads Service Area Act 537 Sewage Facilities Plan Update

Background

In 2004, the Sanitary Authority began the process of planning for the upgrade of its Donaldson Crossroads Water Pollution Control Plant (WPCP). This treatment facility serves some 2,000 resident customers in the southern portion of the Sanitary Authority’s service area and the vast majority of commercial customers. Portions of the facility are almost 50 years old and in need of major upgrading.  

Purpose of Project

Before upgrading or expanding the treatment facilities, the Pennsylvania Department of Environmental Protection (PA DEP) requires the Township’s Act 537 Sewage Facilities Plan to be updated. The purposes of Sewage Facilities Plans are to protect health and welfare of community and to prevent future sewage disposal problems from occurring. Additionally, the Plan can be used to regulate service area growth by directing the manner in which sewage facilities are constructed, located, or improved and to follow the optimal growth pattern by extending the existing system outward.

Financial

The Sanitary Authority’s Capital Reserves are being utilized to fund the Plan update and the engineering for the evaluations and the design phase.  The funding for the construction of the proposed facilities will be by a low interest state loan and bond issue.  Additionally, grants will be pursued to supplement the project.

Project Status

The Peters Township Council and Peters Township Planning Commission have reviewed the plan and have provided comments to incorporate into the final plan. The Sanitary Authority held a Public Forum to present the plan on August 19, 2010.  Approximately 40 concerned residents attended the Public Forum and provided valuable input. The formal 30-day review period concludes September 8, 2010.  The Township considered formal adoption of the Plan at the September 27, 2010 Council meeting.  If the Plan is adopted it will be submitted to the PA DEP for their approval.  The approval process can take anywhere from 3-9 months. Once approved design of the plant upgrade will begin.
