The purposes of Sewage Facilities Plans are to protect health and welfare of community and to prevent future sewage disposal problems from occurring. The Plan can be used to regulate service area growth by directing the manner in which sewage facilities are constructed, located, or improved and to follow the optimal growth pattern by extending the existing system outward. This would prohibit outlying areas to develop first, thereby eliminating the necessity of individual package treatment plants.
